Crown Grants Runanga its Mandate |

The Crown has recognised the mandate of Te Runanga o Ngati Porou to represent Ngati Porou in the negotiation of all their historical Treaty of Waitangi claims, Treaty Negotiations Minister Michael Cullen announced today.
The development has been greeted with delight by runanga chairman Dr Apirana Mahuika, who says they will now work
towards the next step in the process -- reaching a settlement package.
"I would like to acknowledge the efforts of the many whanau and hapu
members throughout Ngati Porou who have been involved in this process. It is
great news that the Crown has now formally recognised our mandate to
negotiate."
Dr Mahuika is keen to progress matters as soon as possible.
"We have the mandate of Ngati Porou -- now comes the hard part. It's
time to get on with it and work towards negotiating the best possible
settlement for Ngati Porou.
"The goal now is to try to reach agreement on the terms of a settlement
package by October this year. To achieve this, the first task is to establish
the sub-committee comprising hapu representatives, which was agreed as part
of the mandate process.
"I encourage Ngati Porou to participate in the appointment process for
hapu cluster representatives to the sub-committee.
"I also encourage any Ngati Porou who have not yet registered with the
runanga to do so online at www.ngatiporou.co.nz or by contacting the runanga
on 0800 NPOROU (676768)," said Dr Mahuika.
The aim is to have sub-committee representatives appointed by June 2.
Dr Cullen said the recognition followed careful consideration of Ngati
Porou's mandating process, submissions received in response to public
notification, and consideration of the views expressed by submitters.
"I would like to congratulate Te Runanga o Ngati Porou on the thorough
processes they have used to demonstrate the strength of their support,"
Dr Cullen said.
"In addition to numerous hui, the runanga ran a postal ballot in which
the vast majority of several thousand valid votes were in support of their
mandate. This gives the runanga a strong position in which to begin
negotiations.
"The Crown received 35 submissions regarding the runanga's mandate. A
number of themes came through these submissions which, I believe, are being
addressed as we work towards negotiations. The Crown recognises the
importance to many people of having their histories told. I am keen to
explore ways this can be achieved through negotiations with the
runanga."
